Gotta agree that Three Dog was awesome; I was playing as a Good character so he really wasn't that annoying, he does loop his announcements a little too much though. And I am gonna miss Civilization, goooood tune.

No, there was background music and such. Like When you go into a building to explore there was background music, Idk how to explain it.

Hmm, I'm skeptical of the line-up of songs so far. I listened through to youtube playlist and for every good track there's a bad one in my opinion. I liked all the songs in FO3, even the ones other people find annoying for whatever reason.
