I feel the ONE thing missing from Oblivion was NPC's fire balling dogs, Skyrim should have at least 6 Fire balled dogs with atleast one fireballed by a Dragon(yeah, that's right, Fireball from a dragon)

Oblivion's lack of actors was a huge immersion killer. And I'd like their to be better animations and physical animations between people (hugs, handshakes, etc.).

I hope dialogue is not voice-acted, just reading like MW. It doesn't make the game really better and it's far more handy for modding.

I did find text far more handy for modding....However I do think that it makes the game significantly more immersive, which is a key factor for an RPG in Skyrim's position.

and more commonly now the modding community is consisting of more varied and talented individuals, I'm sure voice actors won't be hard to find with a particularly ambitious mod

Culture. The game has to have culture. Morrowind had culture, it felt like I was in an alien land, and the dunmeri people had a distinct culture. This was not present in Oblivion, and as such it never had the same emotional effect Morrowind did.

If Skyrim is going to be another Morrowind, I need to feel like I am actually in a land with a distinct history, culture, religion. An overall feel. Cyrodiil was bland. Sorry OB fans, but compared to MW it just was.

I said combat just because, but i'd also go with radiant AI, the non-linear path one, voice-acting, animations, and the random quests in the middle of nowhere one. I know, i couldn't just pick one.

As a woman I do enough fireballing of dogs already, so I'd like more culture too, so when I'm lying sodden on the floor of the nearest Nord boozer I know exactly what drink it is I am slowly heaving into a handy barrel or onto a Bosmer's head.

I voted Radiant AI, but I actually want a better AI that the Radiant engine :)

The Radiant AI engine was not more that a smart scheduler :/

Another thing I'd really want is a better stealth pose/animation!

Politics and faction conflicts, culture. Basically, a realistic world.

Oblivion had such potential with Cyrodiil, capital province of Tamriel. Each city with its own count and countess. The emperor dead. Chancellor Ocato and the Elder Council. Power grab, anyone?

The real radiant ai (bethesda you know you owe us big time) plus non-linear story plus choice and consequence plus non-clichee story plus believable factions ( factions need to be alive! Politics, treason, espionage, meetings, rituals, tons of quests, not just 10 quests and bam! you're suddenly guild master).
