I will disagree with the OP on this.
I think there's going to be plenty to fix with Skyrim before adding new content. The "Radiant" AI is a joke, level scaling is better but still bad, some skill progression and character builds are unbalanced, the UI is one of the worst in modern PC games, the list goes on.
I, for one, very much prefer unscaled gameplay to scaled. To me, Oblivion deserved none of the high ratings it got until mods like OOO/TIE came out. I thought it flat out svcked before those mods. Skyrim is better, but the ugly effects of scaling are still there, and they piss me off, because I just don't like it.
Why I don't like it:
The earlier post about how the game is built to revolve around the player is dead on, this is in no way realistic. I want a world simulator, not some fantasy arcade program that attempts to "regulate my challenge level".
Although the scaling is improved over OB, the underlying defects inherent to the system are still there. You can still come back to old locations and find new enemies that suddenly are much stronger. And the fact that you can run into basic enemies that are more powerful than dragons (like the bandits another poster in this thread mentioned) is something I find completely ridiculous and immersion breaking. It's the same concept as with the items in stores, dungeons, and other things you'll see. You'll find all sorts of argument on the subject in various threads.
Bottom line is this: Level scaling will always break immersion and sacrifice realism at some level.

No offense meant to the OP, and none taken. I understand where you are coming from. I love new content. I just want to point out that there are loads of people like myself who are more excited about fixing the main game than adding content, especially those of us who are jaded by Bethesda's reputation from games like Oblivion and Fallout 3. And we will focus on the fixes first.
