My vote gos for TW2 and TESSkyrim because, in overall if we look at TW2 combat system it is more hard core and deeper that TESSkyrim, as well as scenario cinematic way how they present whole campaign, it just pull you inside story, bt for TESSkyrim is different story more like exploration type so for me they both are equally.

I think the combat in TW2 was awkward and not very satisfying, I predict giving that edge to Skyrim since TES has always(at least since morrowind) had a really fun magic system. Also you have the new perks now which give warriors more diversity than before and while the close combat on it's own isn't anything special it' not something that looks wrong at least, especially now I would persume since they have removed backpedaling for example.
As for story, I would so far give the edge to Witcher 2, this isn't bethesdas strong side which is a shame because I think that the lore and world of TES makes witcher look pretty generic. Though something that bugged me with TW2 and made it more difficult for me to immerse myself in conversations and cinematics was the stiff, expressionless faces.
A lot of people tried to hype me about TW2 and while I wasn't that much of a TW1 fan I still gave it a chance since it got praised over and over again. But I can't honestly see what the hype was about. It's not a bad game, it has nice looking enviornments, an okay story, some cool side quests and actually proves a challenge at times as opposed to Oblivion for example... But that aside it's not (from my point of view) that special. But then again I expected it to be an RPG and judged it thereafter, I think if you're not into role playing or expect an action adventure it becomes much more enjoyable.
As for which game is better, it's pretty hard to tell since Skyrim hasn't been released, I will probably like Skyrim a lot more since it's more my type of game, it seems more promising also. But at the end of the day they're very different games, I think it comes down to what you prefer. It's almost like comparing Diablo with League of Legends or something, the similarities are pretty much that you level up and buy/find items.
