Is Ulfric Supposed to Shout in the Final Battle?

So I did the battle for Solitude in the Civil War Questline and faced Ulfric... the fight was a little lack luster in my opinion. I expected the Jarl who "shouted the High King to pieces" to.. well shout at me. I encountered nothing. Am I the only one this happened to? Is he supposed to shout.

Ah, look, another Imperial who believes everything they hear about Ulfric.

And now he's dead, Talos will lose his divinty, and the Thalmor have free reign to topple the final Tower and collapse Mundus back into Oblivion.

solitude? you sure it's not windhelm cause he is in windhelm and I really think he should've had special armor not clothes I mean genral tuilius had special armor and if he was wearing armor I wouldn't of one shotted him

When I fought and killed him in Windhelm, he shouted at me twice during the battle.

He isn't trolling. If you listen to some of the background lore here on the forums and pay attention to some of their actions, you'll realize the Thalmor want way more than simply beating the Empire.

And if you look at things in a different aspect this feat would be achieved with or without Ulfric.

Also, he did at the very least Spam since he added nothing to the conversation other than to criticize the OP (me) and not answer my question.

I can't remember much of the final battle in Ulfric's palace so it must have been pretty mundane. Heck, his bodyguard was more of a match than him. He didn't use the Voice either. All I really remember was him asking that the Dragonborn kill him instead of the headsman. Although it saddened me to do so I gave him a hero's death rather than let him be dragged off to the headsman's block.

I took the opposite route and went with stormcloaks.......he was shouting all over the place when we took solitude. Maybe its a bit different when he faces the Dovahkiin, he knows he met his match.

With Ulfric gone, the Thalmor are free to eradicate Talos worship. When Talos worship ends, Talos ceases to be divine. That's phase 1 of the Thalmor plan, and whatever you think of his motives, Ulfric's rebellion is what's keeping Talos worship, and thus humanity and the world, alive.

By siding with the Empire, you side with genocide. It's really very simple.

The Thalmor have exactly two objectives left: eliminate Talos worship, and deactivate the Throat of the World. Siding with the Empire is handing them objective one and free rein to obtain objective two under the protocols of the White Gold concordant. Once they do this, the world ends. It's possible the Empire has time to recover before they can figure out how to deactivate the Throat, but it doesn't seem like an intelligent gamble.

like the stormcloaks that keep screaming milkdrinker and swing their little axes could do anything against the thalmor, which are a lot smarter than them.

They just have to keep worshiping Talos. The Thalmor can't disable the Throat while Talos retains his divinity, or the cycle will simply repeat itself and they'll have accomplished nothing. It's unknown how close they are to being able to disable the Throat: they might have no idea how, or they might be able to do it as soon as they feel they're ready. For comparison sake, it appears they were able to shut down the other three towers in only a few years, so it's not at all likely there's much time.

I killed him twice in the capture of Windhelm. He only shouted one of those two times (and it was at Legate Rikke). He died easily both times, though.

Did his body clear after the battle? Quite a while after I defeated Ulfric I went back to Windhelm to talk to the new jarl and there was dead Ulfric, still there, more-or-less laying on the new jarl's knees as he sat upon the throne. Really strange. I've gone back a couple of times since and Ulfric is still there, as is the body of his second, the Commander of the Stormcloaks, laying on the floor to the side of the throne. NPCs walk up as if they're just noticing the body of his second, gasp and exclaim, "Oh, my! What happened here?" every time I go into the throne room.

It's all very disconcerting... and really kills the immersion of the game for me in that area.
