Yea you need a good processor to get max/near max, but high/medium isn't really a problem.

My CPU cost me only $112, and I overclocked it to 4Ghz with less than $50 worth of air cooling in a $40 case on a $90 motherboard and my performance is excellent. So the CPU requirements for max aren't huge, just more so than most games.
