Okay, then you tell me what the masks were. The ones that I have are Miraak's, Azhidal, Dukaan, and I believe that other one is Zahkriios. Vahlock has no mask.

1 mask improves fire, another improves frost, another imprives shock

He wasn't a High Dragon Priest like the others. He was just a normal cultist/Dragon Priest who was honored for having taken down Miraak (and perhaps dying in the process, which would explain why he wasn't given a mask).
