Typically, Dragon Priests have unique masks. I mean, you get one off the Dragon Priest you find in Blodskaal Barrow, but not Vahlok. It's breaking the tradition.

I always thought that the masks were given to the high ranking dragon priests to show there ranking. Not all dragon priests we fight in Skyrim have masks. There were one or 2 that did not.

well being the jailer of Mirrak(sp?) probably had to do something with him not getting a mask.
The Priest in White Ridge Barrow has a mask as well.
Occasionally, once you get to high levels unnamed Dragon Priests will start cropping up as Dungeon bosses, like at that mine in the Reach where they accidentally the mine.

Maybe because the lore says there were 8 high dragon priests, and these guys were not a member of the 8. Miraak was Hermy's and these new dragon priests were his, which could be why they are different. Hope that made sense

They also don't include hoods. I figure it has something to do with where they live. High Priests in Skyrim have one style of mask and the high priests of Solstheim have another. They may have even been entirely different ranks or types of priest, similar to how there area by different types of priest in many if today's religions. (A catholic Cardinal, for instance has different attire than the Pope, despite being of the same religion.)

There's a handful of Dragon Priests in Vanilla Skyrim that don't have masks, not sure why this one surprises so much.
