Well usually when they used an animal's internal organs for divination purposes, they sacrificed the beast and examined its entrails after it was dead and opened up for that purpose.

We can only conclude that this poor chap has been saddled with the responsibility of telling the future via the elk's insides while also being a devout member of the local PETA chapter. He's just doing the best he can to reconcile the two.

Not to thread kill all the funny here, but... what is going on in your picture is the "corpse check" animation the soldier is performing on the dead elk. NPCs will do this animation occasionally if they come across a dead body of any kind, including animals. You just happened to catch one of them performing it on a dead body that the physics engine for some reason chose not to drop prone to the ground and hence -> funny pic.
