What type of perks in this one?

Hello,
I apologize in advance if there is a topic on this subject but I was hoping that some good perks will make it back in Fallout: New Vegas for example the:

-Mysterious Stranger perk
This perk in itself was one of the best I seen in a video game since Odin on Final Fantasy VIII,, I think Mysterious Stranger is even better than Odin.

-Animal "friend" perk
This perk has saved me some time and trouble.

There were a few others and since I am still trying to beat Fallout 3 GOTY edition I still got a few more perks to learn.

I hope the folks at Bethesda can offer some spoilers as to what kind of nice perks are for this up coming great game.

There's also going to be traits which provide a bonus to your character but almost always have a negative effect. There have been two perks revealed Comprehension is where you get an additonal skill point for every skill book you read. and Terrifying Presence where you can intimidate foes through dialogue; closing dialogue results in the foe fleeing for 5 seconds. and there are companion perks, such as Regular Maintenence but is only available to a specific character. Oh and by the way, every two levels you select a perk this time.

there are other threads but it's ok and i know of a small frame perk which boosts agility but takeaway strenght and onother four eyes perk which raises perception if wearing glasses but takeaway if not

I heard that there will be new perks, with some old perks returning. Also, now having a companion gives you a specific perk related to the companion. Traits are also returning for FNV.

Bloody mess is the best perk in Fallouts. I just love seeing super mutant explode when i shoot it with 10mm pistol in head. Or exploding rats in Fo1.

Traits are back! Personally, I love it because not everything comes with only good sides. It'll boost one stat or skill, and have a negative effect on another (or on something else). Like the Four Eye trait, which is confirmed, where you get +2 Perception if you wear glasses, and -2 without glasses.

Bloody Mess was originally a trait, which I think was cheapened in FO3.

But back to the topic at hand, if I remember what I read correctly there will be fewer skill boosting perks in New Vegas.

But what should it's negative effect be?
Maybe it's plus should be that when an enemy's health goes down to 30% you get better critical chance which results in their bodies splattering.
But it's downside is that you cannot loot anything from them except the gun they held with no ammo in it (which should lie around on the ground), so their splattered body parts cannot be looted.

This means that you will often get the cool gore'y stuff and a small bonus to critical chance & damage bonus(5%) but you cannot loot splattered bodies at all.
Hell. You shouldn't be able loot any splattered body, any ash pile or plasma pile. (but this means it's way harder to get splattered bodies without the Bloody Mess trait)
That should be the downside to using Energy Weapons, we only need like 3 kinds of ammo while Firearms needs like 20 different kinds, but our downside is that we cannot loot our critical hit kills.
Maybe that would be a good reason for an Energy Weapons character to have 1 in Luck. That way we don't get as many ashpiles/goopiles.

Bloody mess was always a trait that never gave a real advantage or disadvantage. Just more gore.

Well since gore is so easy to arrange in this game(Well, at least it was in fallout 3) then it should have an advantage and a disadvantage.
Cause if they don't then I'd rather have it as a perk and have them come up with another new trait instead.

They were playing around with it being set to that about a month ago. We don't know whether they'll stick to it or not, they were kinda on the fence about it.

From what I can understand I think their removing skill boosting perks in entirety because it made it to easy to max to many skills out and be a jack of all trades. My only wish is that if their removing a bunch of these perks if their going to have as many as the FO3 meaning that theirs going to be A LOT more perks like Solar Powered and Bloody Mess and things to pick from. Also, I read on the information thats already up on the Wiki that perks will be chose at every 2 levels now instead of every level, which can increase to every 4 levels with a special trait if they bring it back for selection (kind of hindering i'ma thinking) but ya.

Maybe. The reactions to this development were very mixed, so they might change it back. It's better to have a few too many than way too few.

15 is more than enough. You finish Fallout 1 with like 5 perks.

That damage increase was only added in Fallout 3 when it became a so called perk.
