CHARISMA 10, all the rest... I will slug it out!
Now it all depends on the character I'm building. For the character I plan on starting with, I'd say his dump stat will be Agility - It'll svck having the minimum amount of AP, but the only perk there that really interests me is Gunslinger (but I will be maxing out Gunslinger). It'll probably be the last attribute I bump up, after Charisma and Luck.
Dumping into luck and intelligence, so I can feel lucky and level up faster for more perks and crap. Then into agility and perception for a sneak build.
There's no need to dump anything now as unlimited levels and unlimited stat ups mean everything can get maxed eventually.
I'll start with 1 luck though, if that's what you meant.
Um.....I'd say Luck. I'll start out with it at 2
It'd normally be Charisma, but there's no Speech skill anymore and I want Attack Dog and Local Leader.
I am not entirely sure, but I considering 1 strength, unless armorer (str 3) accounts for personal armor or 1 agility if I am willing to give up sneak.
Looks like it's going to be Strength this time around, at least for my first character (a high Intelligence/Perception/Agility build). Unless the perks for Strength are revealed to be phenomenal, I'm not too worried about building S up. I'd rather keep it at 1 and just get used to having a low carry weight.
Armor crafting is the only reason I'd set my Strength to 3, although I am thinking of bumping it up as my character grows to take Big Guns.
I won't have one, all stats will start at 4. Over time I'll take perks under each stat.
Yeah, I think the most I ever did in FO3/NV was to put one (usually CHA) to 4. But, then, I've never started with any stat higher than 6-7, either.
In this case, I have no idea. It'll depend on a thorough study of the perk chart, and what playstyle the character is.
Endurance. Going for a agile, moderately strong charismatic,yet selfish sniper .
I'll probably make a balanced build like others here with a focus on agility, intelligence and luck. Unless there are levelling limits of some sort to raising your SPECIAL my first 2 or 3 level ups will be used to raise some base stats and get my build of a better start…. in theory lol
Never used a true dump stat but this time around it doesn't look like there's going to be any real way to not have a stat at a lowish skill. For my first character Strength and Endurance will probably be my low starting stats. However, I'll definitely want to build up strength eventually. I'll most likely start with 2's in both of those.
I was initially thinking that starting all stats at 4 would be a good thing to try.. but looking at how many points I'd then have to add to my stats to get to those perks I want.. Having a few low stats gets me to those other stats perks faster.

All my previous chars have looked like white noise (eg, 3 4 3 4 5 4 5) and I'm determined to change that up
Strength, Endurance and Luck. I can (I hope) live with a lower carry capacity and I don't use melee.... I hope to stealth / snipe and avoid taking much damage or being in dangerous situations where hit points might be lost.... and I hate random chance so Luck may start low. Perception, Agility, Charisma and Intelligence each over something I want, though, to varying degrees (likely 7 or 8s in PER/AGI with whatever is left in CHA/INT, perhaps 3 / 5 or so).
Strength, Endurance, and Luck as well - Endurance isn't necessary, since it purely helps with combat and combat is a super-easy portion of Bethesda games; Strength, because melee combat svcks and the only perk I want from it is armor smithing; and Luck because VATS is a giant turd and so far it looks like Luck only helps in VATS.
