I'm guessing more along the lines of execution

Its actually possible to miss the opportunity in which case he can be bribed again with bandy to cause another distraction. Razelan was important enough the Thalmor invited him to the party despite being kinda an ass. So he's pretty safe.

after the commotion is caused he just sits back down

1st time i asked him to do this i was curious on what he ahd to say and instead of sneaking out stuc karound and watched

had to buy another drink and have him go through the full rant again ...
