Lets start this off by stating that all creatures in Tamriel have clearly developed from just one single celled ancestor, like us on Earth. You can tell this by just looking at various of the races - alot of them are humanoid, which suggests that orcs, elfs, humans, khajit and whatnot all came from 1 common ancestor.
Anyhow, I think I am right in saying that the Orcs come from a mountainous, rocky region do they not? I think its the dragontail mountains or something. The point I am trying to get at is WHY are they green then? Why would orcs adapt to have green skin, its not like its an advantage or anything? And the only reason things in nature will adapt is for their own benefit. Anyone have any ideas why?
I like to think that rather than a process of DIVERGENT evolution (all bipedal races have a common bipedal ancestor), the races of tamriel (beast, human, elf, and then orc) went through a process of CONVERGENT evolution, in which different species develop similar traits, despite not being related (dolphins and whales, for example).
I would say that if anything, the green skin is a trait that might have served a purpose when they were still in an early pre-human state of evolution, and that once they developed culture to survive there was no real reason to NOT have green skin. It's kind of like how humans have wisdom teeth... there's really no evolutionary reason why we really need them anymore as our jaws have drastically decreased in size, but by the time we developed culture to survive (which makes evolutionary "survival of the fittest" traits not nearly as significant to survival) there was never really any chance for us to evolve out of that trait.
Now, this is a realistic and not lore-related post. However, since Tamriel has a helluva lot more divine intervention than our world... I'd say it's probably because of the Gods. But I hope I could have at least entertained.

EDIT: Bawwww I meant divines/daedric princes. My bad y'all.
