I would assume there are also type of unblockable attacks, such as magic possibly, and other forms as well i would assume? so in the instance you're fighting mages only or what have you, killing them quickly is key considering you're defenseless either way.
Also, some times the best defense is a good offense, you may think that fighting 10 enemies a shield would be necessary, however you are always going to be defense less when attacking, so that would leave many more opportunities to be attacked in those instances when you are dispatching your enemies. However, if you kill them twice as fast (considering you can't attack as fast plus you're spending time blocking, so shield is always slower) you can take out a good number of the weaker enemies quickly while dual wielding, allowing you to then deal with the more difficult enemies in a 1 on 1 scenario instead of them having many allies when you are forced to fight them doing damage to you while you attempt to fell the larger foe that will inevitably pose a higher risk when you are attacking.
Then there is simply the personal choice fact, some of us like the look/feel of 2 swords and will stick with them despite some of the short comings while others prefer to be more of a tank, either way why would BS eliminate a style of play that some people are bound to want?
