Why do enemy shouts recharge faster than the Dragonborn?

I got constantly blown all over the room while doing the Gauldur Amulet quests (especially with that guy who summons lots of duplicates), but I did this at a fairly high level (high 40s I think) on Master difficulty. I also had the "meditation" Force Without Effort from Paarthurnax, which is supposed to decrease the effects of that shout on you...

I have that and the heavy armor perk (total 75%) AND still get blown across the room sometimes. I think it doesn't help, either for this instance, or is the effect itself is bugged. One would need 100% resistant to test if it is really working.

The best way to avoid or reduce the chances of it is magic absorption.

As the title suggests, I am extremely puzzled as to why enemies who shout can have them recharge at twice the speed of the dragonborn. Didn't notice it or think Im wrong? Go fight a Drueger Lord, and shout a the same time as he does (taking care not to hit them with it). Watch in amazement as your gauge is still halfway done recharging and the Drueger Lord fus-do-rah's you across the room.

Its even worse with "boss" versions. They can have multiple shouts and have them all rolling out faster than you can get one recharged. In one instance you can be disarmed, frozen, and chucked across the room by one enemy. All the while your still waiting on the identical same first shout recharging.

This is a major oversight by Bethesda. We are the legendary character, with unique shout capabilities we can learn. Opponents MUST have identical recharge times or its simply a joke. Enemies DO NOT run around 24/7 with amulets and blessings to reduce its recharge time, yet we MUST to have slightly faster recharge time that is still longer than the AI's standard rate.

Shouts that are made out to be such a big deal for the player to be able to have, should have the same timing for npc and player.

I recall getting thrown around like a ragdoll, and i mean to the point where my entire HUD would dissapear like i had just died, by not one but 3 deathlords. They were doing it one after another and you can image how incredibly frustrating it was.

my complaint is how weak the vast majority of the shouts are coupled with the ridiculous cooldowns. i realize they have no magicka cost but in the state they are now most are simply for lore and amusemant purposes.

Dude, I've done that quest line two times over. Still no knockdowns. Maybe because I stay at range. Even so, that is ONE boss in the whole game. Not enough to cry about the bosses in the game being too hard. They aren't.

Considering that by the time you bump into these critters you probably have smithing maxed and can deal insane amounts of damage I can't see that it's a problem. Then again, as a Thief I stay hidden from sight and take care of business from far away. I love my legendary daedric bow. :D

For those complaining the shouts take too long, there's always the Blessing of Talos for -20% Shout Cooldown (typo says it's 0% but it's actually 20%). This stacks with the Amulet of Talos for a max reduction of -40%. I always get the Blessing of Talos for the few Shouts I do use, especially Whirlwind Sprint (very useful for when I'm overencumbered, among many other things).

No way in Oblivion my High Elf is using a Talos amulet or praying at a Talos shrine! ...which is no big deal, since she's not doing the main quest either, but just sayin'.

The command spawns a set of enemies with full Fus Roh Dah shout so you can experience getting blown off your feet. You know, incase you want to see how it looks like. Not like it's a challenge to prove the manliness and badassery of your character against some of the strongest enemies in the game or anything. No siree.

to be honest, and maybe it's because I'm not familar with Elder Scrolls before Oblivion, I dont like that any enemy has the shout ability. For 60% of the Main Quest, you walk around with people telling you how special your gift is, how the Greybeards studied for like a million years learning to shout and blah blah blah. Then you go up into some dungeon and whoop, ur enchanted dragon shield flies out of ur hand......

Ulfric tells you that anyone can learn to shout, given the right ambition and willpower. The difference is you don't have to spend years of study to learn one or two shouts, as he did.

She doesn't know that yet! I'm not doing the main quest until I'm good and ready for her to find that out. She's only like, my 5th or 6th character, anyway.

The first men to learn to shout were the ancient Nords. The Dragr are ancient Nords brought back to life by the dragons to guard the words of power. So the Dragr know how to shout because they've been shouting for thousands of years longer then your Dovakiin has been alive.

Also with this attitude you're gonna be irritated by the way you have to learn Dragonrend

Hmm, I thought it said the Draugr were followers of the Dragon Priests, and were cursed with undeath because of this... Off to read more. :)

I think that it would've been cooler for only the player, dragons, and past/undead Dragonborns to have the ability to shout.
