And, wait, did they? In Oblivion? I don't remember that.

Eh, it was in Morrowind, other races would refer to you as "Cyrodil".
In Oblivion, some NPC's would say "Did you want to talk, or are you just practicing your Cyrodillic?", or something of that nature. This would infer the traditional term for natives of Cyrodil is...Cyrod, or simply Cyrodil...and that the term Imperial is simply the term used by those outside Cyrodil.

Altmer(high elves) re-created the Aldmeri Dominion, they want to wipe man from the face of Nirn. Taking away the worship of talos via the White-Gold Concordat was enough to get an already unstable Ulfrick Stormcloak whom was tortured by a Thalmor Operative Elenwyn(sp?) whom is seen I believe in the first opening scene, met during a couple times including the "bargaining" during one of the main quests.

Ulfrick was tortured, used as a sleeper pawn by the thalmore, while his intentions are pure they broke him and made him how -they- want. But he was too much a loose cannon and was set as approach with caution. They no doubt used magic to mess with him.

Not ALL altmer are thalmor jerks. Some probably want to be left alone and don't like the idea of what's gone on. They need to play it safe because like during WWII if you spoke against your govt you were sent off to camps(not let's make s'mores camps.. but torture till death camps) or executed, and your family met similar or worse fates. Thalmor are the enemy. Plain and simple they want to take the world over, become like Ayleids 2.0 heck even the Dwemer weren't any better.. enslaving the falmer. Dunmer are just as guilty with the slavery of Argonians and khajiit( I believe them as well). The elves generally are haughty, stuck up and generally no good. Bosmer are a breed unto themselves, cannibalistic, wild elves(for good reason.. they MIGHT actually be descendants of the true Ayleids) are while generally peaceful from what I understand make no mistake.. they're known to invoke the Wild Hunt.. and that is not enjoyable to be the target of. Nords are agressive and anti-mer because of their past with the Falmer.. try having your families slaughtered and homes burned in the middle of the night. For according to history with no provocation aside from the elves got nervous and decided to be proactive and kill the Atmorans... they didn't expect a backlash of 500 Men and women coming from Atmora to slaughter every mer in sight. Pushing them underground and into the clutches of the dwemer.




All that being said.

Thalmor= faction
High Elf/Altmer= ELF big difference

Hard to imagine that Bethesda didn't forsee the confusion that this would cause in a game where, due to story reasons, the term "Imperial" is generally used in the context of "Supporter of the Empire (regardless of race)".
