Orcs are elves, just like how Falmer are elves. The Orsimer were corrupted (by Malakath?) and shunned by all of the other Mer.

Orcs are elves. They are known as Orsimer (MER), and are corrupted elves. According to lore, Malacath was eaten and, lets say.. Digested, and what came out was the corrupted form of him. Thus, orcs were created.

orcs are called orsimer, mer in ES means elf, I think that was even on one of the loading screens

What the curse exactly does is unknown it either made them ugly or a primitive ancestor of the elves but orcs are very much elves. Only in the LotR movie orcs are elves in the books they're like the Deadra. Daedra are poor imitations of men and Orcs are poor imitations of the LotR elves made by Morgoth.
