You know the whole point of TES, is that each character has his world, that is written down in an Elder Scroll just for him/her, and in this world of their own, rules can be bent and broken to the liking of the writer... you.
Remember what Martin Septim said at the end of Oblivion... "When the next Elder Scroll is written, you shall be it's scribe. The shape of the future, the fate of the empire, these things now belong to you"
In Skyrim, we do decide what happens to the empire, and decided the worlds future, we the player are in fact the writers of the Elder Scrolls, do with them what you wish.
