I think I know the noise OP speaks off.

I come across it time to time. It's sort of a chime-y noise. Bing, bing. I have no idea where it's coming from or why.

Does anyone know why this happens? It just seems to happen randomly. Figured it was trying to tell me there was something nearby or something, but I don't think so. A glitch? Maybe. It doesn't seem to serve any purpose.

The only time I've heard that kind of noise, like a soft chime at regular intervals, is when I have a restoration spell readied in my hand.

I've noticed this as well. I use surround sound as well. maybe it has something to do with that. For me its mostly outside of cities and like the OP I can be standing still and not doing anything as I try to place where the sound is coming from. *shrugs*

It's the chime of your restoration spells, if you put your weapon/hands away it should stop.

I've noticed a ringing kind of sound when nirnroot is nearby. Maybe that's what you're hearing?
Next time try to locate where the sound is comming from. If you find nirnroot on the way, take it and the sound should disappear.

Only thing I heard, that is anything close to what the OP is describing is the Enemies unsheathing their weapons, when I enter a dungeon.

I've occasionally noticed the restoration spell sound coming from dead enemies (the sound made when you're actually casting a healing spell). It seems like a bug where the enemy starts to use a healing spell or something just as I kill them and the sound just seems to get stuck. But that doesn't happen everywhere like the OP describes.

Sounds like the rain, which isn't always visually obvious that its going on unless you look at water carefully or really squint.

The only noises similar to this "ring bell" I heard was in Dwemer Ruins. Other than that, no idea.

yeah, can't remember the exact location of that dwemer ruin, but somewhere near it, there was a spot where I clearly could hear a ringing sound (no nirnroot).
I tried to pin-point it by slowly moving around, but when I stood in centre of the sound, I couldn't see any source....even looked-up in trees nearby, and at the sky.

That spot was on a road, and roughly 15m wide....moving to the edge of the circle, made the sound fade away.

I've heard a ding ding in blackreach and didn't find the source. It happened once or twice before I finished there.

There is a sound from stirring cooking pots that may be it.
I thought it sounded like some sort of pager/text alert type sound when it happened.

Bingo!

When I first started playing Skyrim I ran around with my resto spell on hand and was also wondering wtf the bell jingle sound was. Its just the resto spell active in hand.

I hear the sound, too, I think it's actually part of the background music.
A nirnroot sounds different.

If it's not the Nirnroot sound, then it is a Magic sound, probably from an active or ready spell. I don't use a lot of Restoration, so I never leave it ready, so that may be the sound too.
