In my view if they opened-up the ability to sleep almost anywhere, then sleep would become a meaningless and dull task that would add only burden to the game. Unless of course they add more spice to it, such as with Morrowind where you can get woken by stuff, or perhaps a greater chance of random encounters when sleeping in the wild (versus in a bed in town). I don't mind the bed requirement given there are Lots of matresses and beds around.
One aspect about the Fallout Wastelanders Edition (FWE mod) from Fallout3 that I really enjoyed was the Well Rested perk, which meant that we got a bonus to hit chance and some other small effects for 6 or 8 hours following a full night's rest. That didn't unbalance the game, but instead incented me to make sure I got a full nights rest before going out adventuring. Instead of penalizing the player for Not sleeping, I think incenting the player with a bonus for getting regular sleep is a more effective way of getting the player to do it, which then creates the more immersive situation of being aware that you need sleep and planning adventuring around it.
