No. Gamebryo is a first person engine, and as such only really works with a mouse and keyboard. Since the 360 and PS3 don't support MKB input in games, they just don't work. That's why I think VATS was put in, TBH, because it lets joypad users fight battles at the same difficulty as MKB users and not get slaughtered.
Are they worth playing? Sure, if you don't have a PC that can run NV. But I wouldn't recommend the console versions just the same.
The mouse and keyboard has better aiming precision for FPS, but with that said, the game pad is not that bad. You play hundreds of hours on a game pad and you just get used to it.
I also have to argue that the anolog sticks, while not necessarily better for aiming, is better and more intuitive for movement than the plain old keyboard. You push slightly and you move slowly, push medium and you go medium speed, all the way and you are full running speed.
It also comes in handy for strafing. Keep the cursor at around head level use an automatic rife, but tap the trigger instead of holding it down so you get less recoil and move left or right to switch targets and you can rack up quite a few head shots...
