Dragonbane one one of my playthroughs does 160+ damage alone. That's the highest I've personally seen, y'know, without going out of your way to break the game. I just happened to come across some 50% better smithing potions, and have been carrying around 20% bracers for the longest time.
(The image linked above... I call shenanigans. That requires some serious alchemy and enchanting to achieve, I think.)
You can get it to 171 damage with Enchanting, Alchemy and Smithing, and without any glitches like the Falmer Helmet. That's not counting any fortify one handed weapon damage enchants you could add.
Yeah, it can be done with exploit-like behavior. Plus, if the character 'holding' them has all the relevant perks it will make the Damage number higher.
My Ebony Daggers on my Assassin chick do like 157 with 'normal' Fortify Smithing gear and potions.
The Blade of Woe reaches 174, not including it's enchantment and without glitching.
