The "best' depends on which weapons your character is good with. One who is good with melee than explosives will do much more with Oh Baby! than with Mercy.

If by 'best' you mean most powerful in the end-game, then I'd pick the Ranger Sequoia. But in terms of what's most generally useful throughout a whole playthrough, I'd pick Ratslayer or Lucky.

The Ranger Seqouia is not really a unique weapon.

Isn't it? Oh, I thought Hanlon's was the only one, my mistake. Well, in that case it's gotta be the Gobi for the end-game I guess.

I voted Ratslayer as it will always holds a special spot in my heart. You are missing A LOT of options!

They ruined the Gobi in the last patch. The YCS-186 is great....a very powerful unique Gauss rifle.

Dude, Oh Baby! wrecks. I killed the legendary deathclaw with it, in one hit! But if i had a second choice it would be Annabelle, which is by far the best explosive gun in the game.

Pew Pew. It would feel like cheating if it hadnt been for the ammo cost.
Now its just great.

But honestly absolut fav is still the silenced sniperrifle.

Abilene Kid LE BB Gun. Seriously. I had no idea that thing was so powerful with critical hits. With Finesse and Better Criticals I'm one-shotting most enemies with it now, plus it's considered a silenced weapon. Wish I had got it on my first playthrough.

Dinner Bell and All American get my vote. It would have probably been the Gobi before the patch but now it just feels weak.

I like the golden gloves, but mainly for the purpose of knocking them down before I shoot out their legs with the Mysterious Magnum. So just pretend that I picked one, k?

Well, the most awesome unique weapon in the game (like the Disintegrator and Plasma Rifle always crit in the Vanilla game and the Mysterious Stranger's .44 magnum in FO3) is a weapon that is not available in the game. It was introduced by the Dead Money DLC and is a tester's resource.

It's called the http://fallout.wikia.com/wiki/The_Faderator It is a modification of the Gauss Rifle and appears to come with the Meltdown perk. It is fully automatic and and has endless ammo (you must have at least one round in your inventory.)

It fires multiple rounds per shot but uses only one cell, It has a magazine capacity of 255 and reloads without animation so that it is imperceptible. Its critical bonus is 60 (per round) and crit chance is x2

With a base damage of 40 per multifunction cell it's easy to see how the damage escalates. The Wiki calculates it this way: 120/shot = 20,160/second or 56 shots of 3 rounds per second. (The CZ57 Avenger and Gatling Laser have 30 shots/second.)
For a real world comparison see the M61 Vulcan (A2) at over 100 (20mm) rounds per second or the Phalanx (Anti-ship, aircraft, missile) which fires the same round at 75 rounds per second.)
