Dear Bethesda,

It has come to my attention that several people have commented on dragon attacks in Riften, which have left dead characters and broken quests in their wake. This alarms me, because I'm on the road much of the time quite often, leaving me absent and unable to stop such an attack. I now fear for the life of my future husband Balimund. I feel compelled to warn you of the events that will befall you should I come home to his demise.

The first thing I will do is travel far and wide, beyond Skyrim and further beyond still if need be, in search of magic powerful enough to transport me to your world (I'm quite confident in my eventual success in this...where there's a will, as they say). Once done, I will gather top scientists throughout the Wasteland (both ghoul and non-ghoul) to create a time machine to send me back to a point before the war, when your headquarters were destroyed. It will be based from a 'Division 0' model created by a scientist from the far west, who has a Theoretical Degree in Physics.

Once I arrive, I will Dragonshout my way through the security guards and rent-a-cops you might have present, and leave a trail of shattered computers, splintered desks and crushed office plants, until I eventually fireball my way to the floor where Skyrim developers and programmers are located. It is then that I will exact revenge for my lover's death. It involves a scroll. Followed by another scroll to make your corpses stagger back to unlife and continue working on DLC.

Riften won't be attacked unless you in it. Dragons only attack the area the player is in.

That's like me saying how I play a Breton in Skyrim and I killed two dragons yesterday, then going on to talk about my favorite printer.

if you are not near riften then you dont need to worry about a dragon attacking it because the game isnt bothering to process that area so you have nothing to worry about

Dragons only attack the area the player is in.
This is probably the correct answer. But we won't know for sure until the CK is available.
