I don't agree with full on re-spec. The only time I'd be in favor of a re-spec is in isolated cases where I drop a perk into a skill that I think I'm going to use - let's say for example, Alteration to use Shield spells - but then later decide that instead of using Shield spells I want to use an actual shield, so those 2 perks that I invested into Alteration to lower my casting costs in the early goings are now a waste because I'm not using Alteration, and that is now 2 less perks that I have to distribute into Block.
Sometimes you really do waste a perk or 2 by putting it into a skill that you think you're gonna use, and then you realize halfway through your game that another skill actually fits your playstyle better, but you'll never be able to maximize it because you just spent 2 perks elsewhere when perks are already incredibly limited.
But I would not be in favor of a full on re-spec that allows you to swap all your maxed out warrior skills and turn them into maxed out mage skills.
Although - on the flip side, perks do still have a skill requirement, so taking out a maxed out perk tree from say, One Handed, wouldn't get you a maxed out perk tree in say, Destruction, because if you hadn't been using Destruction, your skill would only be at 15 and you'd still need to work it up from scratch.
