If you watched their interview, they said that they HAD to conect the Cuirass with the Greaves so there is more variety in armor and also it's possible to add more NPC's in the Screen..
Do you prefer the Deserted Cities that Oblivion had ?
How the hell does that make any sense? They gave up the ability to combine the twelve kinds of armor that were in Oblivion (there was even more variety in Morrowind which had 9 armor positions, and around 20 types of armor) for 4 more types of armor. I also fail to see how the number of possible places to put armor affects how many NPC's that can be included.

Edit: I've totaled the number of armor pieces in each game, and was actually rather surprised by Skyrim's total.
Total number of base, unenchanted armor pieces in Morrowind: 191
Total number of base, unenchanted armor pieces in Oblivion: 83
Total number of base, unenchanted armor pieces in Skyrim: ~170 (I counted each city's and several small settlement's guard armor each time it appeared, so the actual count is around 145)
That said, I fail to see how it would have been such a horrible thing to separate the armor into a modified version of Morrowind's system, such as having helmets, cuirasses, greaves, boots, shields, pauldrons (counting as a single item), and gauntlets (also counting as a single item).
