Same as all: arrows to get them to land and melee/magic to kill them. If you don't have any natural/enchanted elemental defense bonuses carry the appropriate potions...and health potions.

Try to stay away from NPCs other than guards.

I just do the usual - spam it with arrows/spells with my follower until it lands, then run up on its flank and melee it until it dies. Dodge its attacks, use cover, use potions and Restoration to heal and fortify elemental resistances as needed.

It just takes a little bit longer.

...then run up on its flank...
Do they all swat you with their wings if you're too far back from their heads? :P

I only noticed it recently when
Spoiler
trying to trap Odahviing because I was walking all around him attacking before I figured out what to do. :P

marked for death will severly cripple their defenses and will last even when/if they respawn.

Early on before you become uberbuff, keep resist fire and resist frost potions as well as health potions with you whenever possible. Then it's just a matter of what your combat focus is. Try not to attack him in the face though, he'll use his most powerful attacks (bite/breath) that way. Being wingsmacked is better than eaten.

If you have the patience learn Enchanting for yourself - you'll probably be able to make better things than you'll find. Spoiler?

Oh. Hahaha. I guess i missunderstood what you wanted... Yeah, leveling up enchanting is pretty much the way to go. But at a low enchant level, the stuff you fimd will be wayyyy better.

Your best bet is to keep checking their stock. Theres a store in bow store whiterun right across from warmaidens. (the blacksmiths store right next to the house you can buy. So i guess in actuality, it directly across from the house you can buy) lol.

Are you on console or pc?

Gah, the last dragon I fought was an ice breathing Blood Dragon. It was at the courtyard of the College of Winterhold, spawning right as I walked outside from the Hall of Attainment. Even with a Glass Bow, which I picked up on the Nightmare quest near Dawnstar, and Ancient Nord arrows, he was the toughest one yet. I picked up a +15 magic damage enchantment earlier, may add it to that bow, but I'd like to pick up Azura's Star/Black Star first. Those pillars saved me from his ice breath, and the other mages provided a bit of distraction, but no real help damaging it.

Inventory spawns are completely random... You might see stores selling several "banish" weapons or it might take a few in game weeks/months/years before you see it being sold. You might want to check caves as well... it will sometimes spawn as random loot.
