Except that the clothes named "Noble Clothes" which is what a vast majority of all Jarl's wear and there are 2 free sets in the east empire company werehouse, it's actually the reskined emperor's robes. plus it has short sleeves instead of long sleeves and without duping you can get around 3 sets in the game.
