Agreed with you there! Having them on 3 different "pages" seems a bit counter-intuitive.

My biggest worry right now is FOSE though.... we need it! And since the EXE is encrypted FOSE for NV might be legally impossible unless Valve gives the FOSE team a hand (like they did for OB).

I can't start work proper until I can test it, which means when it's unlocked. You do not want to get ahead of yourself with UI modding. Retracing your steps is a giant PITA when you've done hundreds of changes.
Preferably, I wouldn't want them in the HUD. I'd like them to be on the Pipboy, and just remove H2O, FOD, and SLP and replace with one menu called HRD and put it all in there.

Load balancing, cost / resource constraints, distribution issues (more for physical copies though)...there are numerous reasons and factors to "justify" phased releases. I'm not saying I agree with any of them, but there are numerous factors involved in releasing software and while I wouldn't be surprised if Obsidian or Bethesda would love to have a simultaneous worldwide release, it may not be something that was deemed feasible.
