I could only see them giving out 2,000 beta codes at the most because if everyone of the beta testers was going to buy the DLC anyways the would lose $40,000, Bethesda is a company that genuinely cares about the players, and thats why they're having the beta to make sure the players get the best overall experience. But they got to make money anyways to dish out more DLC and games in the future. So i honestly cant imagine more than 2,000 testers.
