I completed thier entire quest line and only ended up with the 1500 bounty in Solitude (which cannot be avoided) and gladly paid it and went about my way. I now have the best horse in the game....3 times the health, actually fights and doesn't run, and regenerates his health 2 times as fast. He is almost impossible to kill. I mean he can die, but it is hard to have him die.
high stealth level + use the furthest tower opposite of her public address (need to do some tricky wall-crawling to get there). after u kill her the DG lizard guy may or may not even be able to find you, so u just jump down and escape through the temple of divines without ever being seen.
thats how i remember doing it for my stealth assassin build, and i cant ever remember having to pay a bounty for that mission.
