They do. I've been decapitated many a time.
If the enemy is ranged, they will take cover.
If it's a melee enemy, it doesn't make any sense for them to take cover. They'll never be able to kill you that way. So they rush you.
Makes sense to me. My spellsword svcks at melee combat. If he can't keep them off his back, he gets [censored].
