Alright, so maybe current waste society isn't exactly in a position for benevolent anarchy to work. But hey, my character would enjoy it.

If the Enclave killed everyone with The Project then in the long run things would be so much better, aside from the un-opened Vaults in 2242 and I suppose Mr House in his sealed-pod, everyone would be dead. No more factions killing each other, just one group of intelligent, organized, well-equiped people, rebuilding America with nothing to stand in their way. Think in the very long-run like 100's of years, things would be so much better...

It may be wrong in one way, But its helping to rebuild society in the long run.

Just like the question "Was dropping bombs on japan right?", I would say so, As it saved more lives then what would have been lost if we did'nt, Don't get me wrong, It was still a very cruel thing to do.

Dropping the bombs on japan was completely unnecessary the Japanese lost the war in 42' pretty much. The second bomb was a test more than a political strike at japan (since they used a different technology).

The ends justify the means?, I will not get into a discussion with you about that, but it's something you should think over and consider who reads these forums.

I'll go with Caesar's Legion.

Because NCR are oppressive, conformist tax-oppressors who cares nothing about those outside of their Martial Law-controlled borders, and are made out to be "The True American Heroes".

Because the Enclave views everyone outside of their order as "Vermin", and they got a seriously bad dressing style. :P

Khans is bigger than Enclave in this game.
If Enclave gets to be on the list doesn't west coast BOS, Lyons BOS, FotA, Powder Gangers and hell, even Fiends also deserve to be on the list?

Oh and Caesars Legion.
But Lyons BOS would be better if they would just get their heads out of their ass and start recruiting more members.
Basically, build their own army.
If they keep up with such a minimized force then they will sooner or later fall, just look at how BOS in this game fell.
And Lyons BOS is even smaller...

So currently it's Caesars Legion.
But we haven't heard anything about Shi in this game, so depending on what happened to them after Fallout 2 they might be the best for the wasteland if they decided to start taking [censored] over. :P

I think it's less in terms of size and more in terms of how they operate, what their goals are etc.

Therefor I can't pick him.

Well the guy doing the thread never specified a time-frame, maybe that's an error on his part for not stating or including more options, I assumed he meant over-all who would be most suited.

Then I'd say that I would want The Master to rule the world, if only he'd find a way to cure the sterilization of super mutants.
Sad that he never tried harder if one told him they became sterile and instead worked towards finding a cure.
Or maybe Colonel Autumn.
FotA would also be a good choice but sadly a lot of people would rather kill them than to listen to them.
