Yes and no.

I had a couple in a couple cities, and that was from me going inside from outside.

So you probably lured one in without knowing.

That happen to my very first character in Whiterun. I thought how cool that there isn't a completely safe place and dragons can appear anywhere. But then it didn't happen for very long time. Just recently it happend again in Solitude.

As in "not once in 900 hours" rare :lmao:

Closest thing to it was when i saw a dragon fly over the arch of Solitude when i was near the farm outside of it.

Out of all my playtime in skyrim, a dragon only attacked me within city walls once. It's possible, but very, very, rare.

I wouldn't even say it's rare. Especially in Solitude. But I've killed them in every city.
I've only been playing for 300 hours, but I must have killed at least a dozen dragons inside the city of Solitude. Actually, same goes for the College of Winterhold.
Thank goodness for 'resurrect'.

I've had a Blood Dragon seige Riften. It actually spawned while I was idling, without having lured it into town. It is exceptionally rare but it does happen. Maven Black-Briar put that Glass Dagger to good use.

I've had one in Riften and one in the College - although I suppose it doesn't count as that was the courtyard which is part of the world cell.
About three too in Morthal, IIRC

I had a dragon in Markarth, had his head stuck in the gazebo for the Orc smith, flailing about wildly. I was running from the castle, as I usually do, to the smith. The dragon died as I approached and I absorbed his soul. The skeleton remained, the head still flailing wildly. It never disappeared - never. Of two characters that went through all the main quests, this was the only time I seen a dragon in a walled city.

They spawn a lot at the College of Winterhold for me too. What do you mean "resurrect"?

PC console command that resurrects people back to living state with all of the dialogue and interaction intact (most of the time). Great for when a dragon kills half of Riverwood or in this case, College of Winterhold.

I personally encountered only one dragon attack in a city and that was Solitude. After it died and everyone grouped around at the corpse, it was a perfect time for my Dark Brotherhood assassin to kill the Imperial soldier guy. But for my current and most liked character, Dark Elf Battle Mage, I haven't yet seen a dragon attack in a city other than small towns like Riverwood.

@OP
Hmmm. I've actually never had that happen to me. Not in small settlements or in cities. o.o

EDIT: Ninja'd.

I've had it happen.
Not sure if it's supposed to happen, but it does occasionally.

Somewhat unrelated but fun story:
Yesterday on my arch-mage I left Solitude to go to the Kilkreath word wall when I see that familiar shadow on the ground.
I launch a few incinerate shots that connect and the big guy lands.

RIGHT. IN. FRONT. OF. THE. KHAJIIT. CAMP

I quickly threw on the slow time shout without thinking about it and managed to lob enough fire his way that he died right before he was going to turn them into toasty kitties.

Two in Riften, two in Whiterun, one in Windhelm and one in Solitude. I'm not counting the four I've encountered in Winterhold, the two I've encountered in Riverwood or the one I encountered at Dragonbridge (I think that's the name of the place) and Rorikstead because those places aren't walled off.

There was a time when I thought they couldn't appear in towns, but I've been proved wrong. One of the Riften dragons was actually taken in by me, but that's only because it flew over the town and I went in to get a better shot.

haha. I always see them in windhelm, on my first charcter i saw three dragons...a melee only character mind you. Stupid dragons never land in windhelm, just sit on the ledges mocking you

Another town i always saw them in was winterhold

I've had them in every town except Markarth. I suspect it would be difficult to get them there, because there are no rooftops for them to land on, and not enough space for them to land anywhere. Most other towns have at least one bare area where they can set down. No wonder the Jarl isn't worried...

I've got a picture of one in Riften someplace. I'll try and get it up later.

Its a rare occurrence but it does happen, its happened to me twice in four hundred hours.

Once it was in Whiterun and that was one dragon.

Then I was in Riften and I fought two dragons at once behind the city walls.
