My first character will be a cowboy type good with firearms and living in the wasteland.

I've got a rough idea for my character's backstory, but I'm not really too sure on build yet. Though, I know I want to make him somewhat of a smooth talker who uses Speech as his primary weapon instead of firearms.

In any case, this is what I'm thinking:

Speech
Lockpick
Guns (probably just pistols and SMGs).

Out of those three, I can only say I'm certain with one.

My character will be sneaky, with high agility and perception. I will probably use Small guns, Sneak and Lockpick as my tag skills. Then focus on those three, plus melee weapons, medicine, and hacking.

I will probably try to go with a character very close to Scarface for my first character. That seems to fit.

First Character: Shining Knight of Goodness that will side with the NCR/People of NV and will tag Energy weapons, Explosives and Survival(won't be playing hardcoe with this one but cooked food is handy)

Second Character: Diabolical madman/woman who will side with Caesar's legion. Tag skills: Melee,Explosives,Sneak. hardcoe mode enabled.(ill carry a couple 'nades and a Gl for when the going gets rough/shenanigans/big groups of enemies practically saying "toss a frag into the middle of our group Courier, toss it!"

I've actually changed my mind about my first character.

I'm still going to join the legion but with my first playthrough I'm going to play as I wanna play.
No roleplay.
I'll just play as me.
I just don't want any restrictions like: "Oh I know I'm a pacifist character but this energy weapon look so freakin' cool I GOTTA TRY IT OUT!!!!... But I can't... :sadvaultboy: ".
So I've changed my mind and I'm leaving the roleplaying to after my first playthrough.
But my second run will be a pacifist diplomat kinda character.

So, I'm going to pick EW, Explosives, Speech and science for my first playthrough.
Probably an average SPECIAL build.
Align myself with CL but otherwise I'll go with whoever I find the most intriguing.

Ah, I forgot to mention that I most certainly will be joining the Ceasar's Legion.

In fact, because of that, I might use Melee Weapons, just to fit in with my legionnaire friends.

I might have to apply Leon's advice to character progression:

The rifle is the first weapon you learn how to use, because it lets you keep your distance from the client. The closer you get to being a pro, the closer you can get to the client. The knife, for example, is the last thing you learn.

First character: Sniper
Second character: Explosives
Third character: Melee

All will have Survival and Sneak tagged in addition to their primary combat skill and will be played on hardcoe mode.

Edit: Once I've mastered all the game systems, I might choose the closest and deadliest combat skill: Speech.

First build I would probably go with something along the lines of

S : 7
P : 6
E : 4
C : 7
I : 7
A : 3
L : 6

or

S : 7
P : 6
E : 4
C : 5
I : 7
A : 5
L : 6

Basically a strong character with high intelligence with slightly above avg Perception and luck with below avg endurance. As far as who my first character would be I am not sure, I have always leaned towards the "cowboy" theme for the first play through relying on projectile weapons but I wont know till I am there.

I won't be playing myself, but my characters morals will be a carbon copy of mine. He hates slavers, bastards, and raiders. Just like me. But otherwise he will feel most comfortable with leather armors, magnums, and sniper rifles. Backstory is... I think I'll make it so he grew up in The Hub and on trade routes, being born to humble farmers who were slaughtered by raiders when he was young. He was found by a small time caravan, who's leader raised him. He stayed with them until he was 24, when the caravan got slaughtered by a deathclaw. He escaped unharmed, but he had no where else to go, and began traveling. While traveling, he encountered a member of The Mojave Express and became convinced that he'd do well with the job. Age is probably 25-26.

Also, he'll be really strong (at least 8, for the Anti-Material rifle), a bit smarter than average, and will have above average perception. Also, minimum luck, which is obvious because of the above backstory.

I think I'm gonna try for a fairly non-combat character at first. Maybe put just a few points into Guns but not max it out. Tagged skills will be Speech, Science and maybe Barter (since it seems to have more uses now) or Survival. Highly charistmatic and intelligent but weak.

Maybe hardcoe mode will own me though but I think I'll try that.

I don't really like to do the whole roleplay thing until the game starts to get boring for me
During the first playthroughs I really just tell myself wether I'm good or bad and what skills I wanna use

First playthrough is always the same for me
I play as a good karma character
tag
Sneak
Energy Weapons
& Repair

and I'll side with whoever I think will be best for the wasteland

I guess that's part of the fun. ;)

Besides, I don't think they'd punish you too hard if you choose low Endurance.-- it would be kind of unfair to characters who prefer to play the diplomat or the stealthy type.

True but with speech it seems you would not stay very long in the wasteland its self but rather end up in the strip. and my character will prob end up like kage haha.

I usally go with functionality on my first run Guns Lockpick and Repair with a high agility and because perception doesnt help aiming anymore (or will it in NV?) a high INT

Ooooo traits are back too if gifted is the same ill get that too (Super Stats!)

I dont know yet if I will play hardcoe mode first or not. I will probably play a few playthroughs on normal get a feel for everything then jump it up to hardcoe if normal wasnt a challenge enough.

Like in FO3 I keep it on normal because with the DLC and the overly powerful overlord really gives the game a challenge even if youve maxed out your level.

Personally though I might change my special to be

S : 8
P : 4
E : 8
C : 6
I : 7
A : 3
L : 5

But this is all on the assumption that we will have 40 points to put into our SPECIAL like in FO3. I dont know how many points we will have at our disposal so I might change it up depending on how it is when the game comes out. Honestly its just hard for me to predict how I would lay it out since I love a challenge, but I am also not good at planning things out I am more of a spur of the moment person so my mind will probably change 30 or so times on the SPECIAL layout for my first playthrough from now until the game is released.

I always thought Perception was a determining factor in when red "enemy" marks appear on your HUD compas? Unless FONV is getting away from that setup in FO3.

Just gonna say that perception should have bonuses on accuracy, regardless of weapon skill. For example, you can still be accurate with a sniper if you max out the Small Guns skill, but if you have maxed out perception you will have really good accuracy by the time your skill is at 50.
