How to Attract Dragons?

You have to cover yourself in dragon urine. This will scare away the smaller ones, but attract the larger, more territorial ones. But all Jurassic Park references aside, play the main quest. I had the same problem. Dragons used to be non-existent for me. But soon enough, they even began harassing me inside of towns...or when I talk to random people. That's especially fun. I would not even bother looking for Word Walls just yet, unless you stumble upon one in a quest. Trust me, you'll regret wanting more dragons VERY quickly. Also, don't try to befriend giants. Unless you want to take a shortcut to High Hrothgar...

69 hours in game, only 2 random dragon encounters, I never used fast travel, could that be the problem?

Possibly, but I would think you would've had more by now. Some people say that you have to go a certain 'distance' in the MQ. Have you gone to Kynesgrove, yet? That could have something to do with it I suppose.
