Agree 100%, I never liked the assumption that horses didn't survive the apocalypse. Especially when the cars stopped working, horses would become as invaluable a mode of transportation as they were Before the advent of the car. No one ate them or killed them because their ability to travel fast was Precious then (even moreso than it is now). If horses were not a complicated animation to build, I'm sure they would have been modded-in.
If we did have horses, that would be my fast travel.
Horses couldn't survive the last ice age in North America. They seem to get sick at the drop of a hat. Ever heard the saying "sick as a horse"? Most animals didn't survive the environmental devastation after the Great War, so horses, who have flirted with extinction multiple times in the past on an environmentally healthy planet, were doomed when the nukes rained down. Besides, in every historical instance of starvation where horses are concerned, the horses were the first to be eaten.
And the ability to travel fast is not precious when
you have nowhere to go. Seriously, think about this. The nukes have fallen, you have no idea who else or where else may have survived. You have a little community where you are at. You all have enough food, if only barely. Most people are going to stay put where they are currently secure. Even if they did decide to travel, using a horse would be foolish. Going to split some of your meager rations with it? No? I guess it can eat the irradiated grass and die. The best use for it would be as a pack animal, and brahmin do that better. And what do you think you will do when you run out of food in the middle of nowhere with your horse? You'll do like every other stranded and starving cowboy, pioneer, and explorer ever has and eat the damn animal. And these were people that lived in a world where foraging was possible without poisoning yourself to death!
So that assumption? It ia a pretty well thought out, educated, extrapolation by many different people.

Cats weren't all eaten, I remember in the first 2 games I saw several cats.
Then you were hallucinating. The only cat thing in the classic Fallout's is the Cat's Paw
Cats appeared nowhere in FO1 and FO2 except as images on one magazine, and in sad stories of them being eaten because they were easy to catch. As far as we know at this time, cats are extinct in the Fallout universe. So, yes, hallucinations. Sadly.
