Wow. This comes up everytime doesn't it?
Horses are pretty fragile creatures. They get sick easily, have special requirements, and injury makes them useless. I doubt they survived the apocalypse, seeing as how they couldn't surive the Ice Age in North America, I doubt more severe climate change (you know, nuclear winter) would have set well with them.
Everything horses could be used for, brahmin do better, like pulling plows, providing food in the form of both milk and meat, and as pack animals. The one advantage to horses is that you could ride them and get somewhere faster, but with small, insular communities like the Fallout world, no one wants to go too far from home, since they might not survive the trip.
Any horses that survived nuclear devastation would have been domesticated, and thus easily made food in the rough starvation time after the bombs fell.
And yeah, horses controlled like crap in Oblivion. Without mods, they turned like tanks, and they were so fast, they caused problems with terrain and object pop-up, and paths meant only for people. So, OMG, no it wouldn't be so cool.
