Isn't that just moving the goalposts? Wouldn't giving out fewer skill points make more sense than achieving 200% skill in something when that's mathematically impossible?
First of all, not 200%, just 200. There's no %.
And I actually made a Fo3 mod to give out fewer skill points, based on the Fallout 1 formula (compensating for having less skills and half the max amount) and it's possible for 1 INT characters to end up with, like, 2 or 3 skill points at level up. Which feels [censored]. I also think stretching out the goalpoasts adds to the grey area so character development isn't so rapid.
Vanilla, you build the right character and focus on just one skill you can get it up to a ridiculous amount at level 2!
