I was wondering what you would suggest as a race for a Mage Build. Other than Thalmor of course I am saving Thalmor for a different Build Later.
High Elves have the best starting Magicka of all the races. They also have the ability to regenerare magicka quickly once per day. If you intend to make a 'pure' mage they're the best Race to start with.
Yes, The Thalmor are also High Elves, but that doesn't mean you have to create some kind of freaky 'Elf-Supremacist' or anything...
