This is posted a lot, I'd recommend reading through the other threads about the same topic (pretty much the same title). Here's the gist: Bethesda said mods work on consoles, Bethesda said they would like to bring mods to consoles, its up to Sony and Microsoft to allow for it to happen. That's all we know.
The logistics of mod distribution need to be worked out. Since mods can change nearly anything with the game, Microsoft and Sony don't want people complaining to them for something stupid the user did.
That being said, Steam Workshop is basically the first step forward in showing Microsoft and Sony that distribution can be managed at an official level. However, don't get your hopes up of ever seeing mods on consoles for Skyrim, and probably not the next game.

A functional PC is sufficient for Morrowind, but playing http://www.uesp.net/wiki/Oblivion:System_Requirements and for http://www.uesp.net/wiki/Skyrim:System_Requirements.
You can mod consoles...its just very illegal, you can virtually destroy your console and at this point would have voided the warranty, and if you get caught, like my friend who hacked his xbox 360, they kick your console off xbox live for good...but hey, go for it.

No way I'm going to ruin my PS3 for some mods.. I'll let mods for the next gen as suggested
Yeah Sony and Microsoft aren't really always on par with mods.... but I don't see how Skyrim mods would hurt. I think that Microsoft and Sony might fear people would get better and start to do other things with their modding powers.. ie Hacking Profiles, hacking online games, hacking for free games, ETC .

Actually, hacking for free games was what they ultimately got my friend for.
Technically every discussion ends up with: A. Someone suggesting that they mod their Xbox B. Someone bashing consoles C. Moderators saying that Bethesda does not plan on adding mods to consoles at this point in time
In the end 90% of them end up getting locked. Our best bet is to just let Bethesda do their thing.

That's not what he was talking about. He's talking about adding user-generated content into a single game. That is different than installing a hard drive with 300 game ROM's installed on it, or an Xbox running Linux, etc.
