Even though I support Goodsprings in the shoot-out, I always support the Powder Ganger's in this quest cos I like collecting NCR kit early game, it keeps another merchant and doc available, and for roll-play value. Wiping out the PGer's is just too easy, it is more of a challenge to have the PGer's beat back the NCR without loosing NCR rep. However, for this to succeed, you need to even the odds a bit in favour of the PGer's since the NCR is over-powered.
If you want to know how to do it, read on ...
1- You cannot be hated or vilified by the PGer's, shunned is ok, so be careful when finishing the Goodsprings shoot-out.
2- Before starting this quest, clear out the PG camps (stay hidden and snipe from long range!). Keep all PG guard armour and all 9mm pistols you find. You will need 3 - 4 sets of armour and 6 - 7 9mm pistols. You should have loads of these after clearing out Primm....
3- Do all of boss Eddie's PG quests
Now comes the fun part ... However, you need a decent sneak skill and be prepared to re-load often ...
Before triggering the PG-NCR battle, go around the entire NCRCF and reverse-pickpocket the PGer's armed with melee weapons with the 9mm pistols you collected. Make sure you give them at least 1 9mm round so they can shoot! NPC's have unlimited ammo, but these need 1 round to get stated. Also, reverse-pickpocket PGer's with no armour with the the PG guard armour you collected. Obviously you need to do this without the PGer's turning hostile on you. So, go slowly and pick your target carefully. Do the PGer's inside the buildings first, get them while they are alone .A couple outside can be done when they patrol the more remote sections of the camp. When you exit the buildings, they will equip the new weapons and armour.
When you have re-equipped as many as you can, trigger the fight.by speaking with Eddie. Make sure the 3 no-name PGer's in the admin building exit before you do. Then leg it to the rest of the buildings (2 barracks and visitor center ) to get the rest out into the prison yard.
Go back out into the yard, find cover and stay hidden, cos the NRC will shoot if they see you. Do not go back into the admin building until you are sure the battle is over. This is important so you do not loose NCR rep. Check all the other buildings first cos there could be a stray NCR trooper in one. If so, draw him out into the yard so the remaining PGer's can take care of him. Once all the NCR are down, go see Eddie in the admin building ending the quest. You will have 'mixed' rep with the PGer's and no rep loss with NCR after this. Collect all the loot off the NCR (service rifles, ammo, armour) and PGer's that didn't make it. This will more than makes up for all the 9mm's and guard armour you handed over to the PGer's before the battle.
