Remember the nuclear war changed the geography, and continents were swallowed whole. Maybe NV is next to the Pacific Ocean?

Since they already had a sub (albeit non-working) in Point Lookout, this seems unlikely.... Kinda falls into that: will there be any vehicles? question. The answer to that is always: no.
That being said, I thought the sub in PL would have made the COOLEST player house, but alas...

That would be my dream house.
