Surpresive Fire, Requires Level 10 with guns skill at 80 :using Assult Rifles, Heavy Mechcine guns and miniguns slow your targets down by one third of there normal movement speed

Precisive shot, Level 10 with perception of 8 : All sniper rifles give +10%(+15 with either Boone or ED-E in your party) of knocking down your targets

Fist of the Shi - Unarmed 90 - The real San Fransisco treat! Your skill in the martial arts is approaching legendary, and it shows! You learn all the unarmed combat maneuvers, and gain an unarmed VATS special attack, 'Fist of the Shi' with increased chance of a critical hit, and armor penetration, whenever completely unarmed (no weapons at all).

Cult of Personality - CHA 10, level 14 - Your Karma and Reputation/Infamy always count in a positive fashion! Everybody loves you, or at least finds you too interesting to just shoot on sight.

Moo-Moos? - INT 1 - Brahmin will follow you, acting as your allies, so long as you do not harm them (and make sure to protect them from any bugmen!) Once every 4 days, they will also provide you with a bottle of delicious milk! You think you can even understand the noises they make!

Drunken Thug - TRAIT - Whenever under the effects of alcohol, you gain 5 DT. You are now permanently addicted to alcohol.

I like those alot! Especially Moo-Moos and Drunken Thug. I wanna do an alcoholic character. Are you gonna do drunken boxing in unarmed combat? :P

Very S.P.E.C.I.A.L. (perk) change/move your S.P.E.C.I.A.L. points + one extra point (level 30)

first i think if they are going to cap the level at 50 then the (perk) ALMOST PERFECT should return but at level-50 for people who want to have fun/screwed up with His/Her character.

also.

(perk) True Survivor - level-14 Survival-90 end-6 int-6 - your knowledge of recipes/cooking/crafting are legendary. you can now create anything but ammo with 1 less item needed.

(trait) Bountiful Wastland - the world is full of merchants and the things they sell. all merchants have 3X the ammo + chems + caps & crafting items but charge 20% more.

(perk) The New You - level-50 (no catchy quote for this one) your s.p.e.c.i.a.l. skills and perks STAY THE SAME but you can change your name + gender & race when you pick this perk.

ps. this is only my second post ever. feedback on the ideas would be GREAT.

Well, after thinking on it a bit, one new perk I would really like to see, is one that allows medium armor to have the same stealth/sneak characteristics as light armor, after you've earned the right- by attaining at least 95 points in Stealth, and level 22 or so. Ain't no way heavy (metal) armor can ever realistically be stealthy (without the use of Stealth Boys, anyway), so I wouldn't include that in the perk. Once you got the perk, it would apply to your companions, too.

Float like a butterfly sting like a cazador: after being stung hundreds of times you decided to take notes, now you can apply poison directly to your fists and movement speed increases 5%.

Bottle Depot: You've seen every kind of bottle in your time and had some ideas of your own at a workbench you can know create molotov cocktials, glass knuckles and tainted nuka colas (Act like pioson apples in oblivion).

lungfish : You can move on land and water, but better in water +25% swim speed, -5% land speed.

Regener ate: whenever you are crippled you can eat another humanoid to heal your limbs (cannibal perk needed)

fight through the pain: you have all heard the old adage no pain no gian well know when your health dips to 25% and below you gain 5DT and 10% more damage

A friend of a friend of mine: If you have both the mysterious stranger perk and miss fortune perk then the chance of them appearing goes up to 60%

Gotta have my campfire:
Survival 60- After all the time using others campfire you figured out how to make your own. With a fission battery scrap metal or scrap electronics and any kind of book (burnt destroyed pre war skill or magazine) you can light a temporary campfire anywhere.

A perk/trait called "Really Devoted Fan"

Gives you the ability to spray paint graffiti that supports your favorite faction. Also gives you the ability to spray over graffiti trashing your faction.

Just don't get caught bashing a faction on their turf

Or this could simply be something anyone can do, I just want that ability.
