Um, you crouch, you go into stealth mode. Who needs a perk to do what just hitting the crouch key does?

True Sniper: a perk that allows you to truly hit more accurately at long range in VATS. The current sniper perk fails in that regard, as aiming in real time is always more accurate at long ranges.

High Roller: gambling perk that boosts your chances.

Fiend: Fiends/Raiders will always be nonagressive to you as long as you don't attack them. You can sleep in fiend beds and taking supplies from their storage units is not stealing.

Loot Perk: this is taken from Borderlands. Enemies have a chance to carry more loot.

Funny Guy: Allows you to tell a joke in conversation and crack up anybody, getting them on your side even if they hate you otherwise.

How the hell do I play Caravan: This perk makes caravan understandable. I seriously cannot even figure out the interface.

Also, let's get rid of the useless perks like the ones that allow you to hack a computer after you've been locked out or pick a lock after failing a force. Seriously, this would be addition by subtraction.

I think he's talking about a stealth field, like that Chinese stealth armor in Fallout 3. Even better than your ordinary sneak mode.

A permanent stealth boy affect just by staying crouched? Very cheesy. Nah, speaking of cheesy, I heard that the Anchorage DLC was 2nd rate, so I passed it up, back when I was doing FO3. The only ones I bothered with were Pitt and Broken Steel.

The game is full of cheese, just pick the kind you like. Fontina, Gruyere, Brie. The Anchorage DLC wasn't bad, wasn't great. I got the GOTY edition so picked it up for cheap. The loot you got for completing it was fantastic.

Nah, that idea is just pure limburger.... :laugh: If you have a decent stealth level and are sneaking around at night, you can get within booger-flippin' distance of most all mobs without getting discovered anyways.

Fatty make ya happy?: Makes the Fat Man explosion more visually realistic along with some added special damage (like an actual shockwave damage that cant be raised up in any skill but still a nice addition, plus cratered area a bit, mushroom cloud stays there longer, have the smoke ring around the blast, the little bit of pulse damage if your wearing power armor), basically just OP >.>....what?..its already OP as it is >_< I like my nukes man D:

Buckets of Lead: allows the Minigun to have a critical chance (small one) and reduces spread just a bit less (that or increase its rate of fire even more, or increase damage, etc. sorry its late, my brain is just not working right now >.>)

TOMAHAAAWK!!: your knife/tomahawk/spear throwing just got better! all these weapons can be thrown farther, more accurate, and cuts limbs off when that limb has been 'crippled' (again, im so sorry, I'm just making some of these up as i go along, but they all sound funny :P)

FALCOOOON PUNCH!: a 5% chance when in unarmed, you will instantly kill any creature or being when fighting them, your fists will be on fire and that single
punch will send their corpse into a wall and explode with pure awesomness!

note: all of these perks are available when you hit lvl.30 (or 35 >.>)

Perks?

Sixth Sense (2 ranks), requires Perception 7: As long as you are not moving, the range you can perceive enemies at is increased. Also you may get a hint as to what kind of enemy they are without having to look at them (e.g. "NCR soldier", "crawling bug" etc). If you get the second rank, you can tell exactly what the enemy is ("NCR trooper with caravan shotgun", "bark scorpion", and what they are doing in realtime.

Bomb Tech, requires Explosives 75 and Repair 50: Can break down and manufacture explosives and explosive ammo in a similar fashion to reloading ammunition. A frag grenade might become 1 Grenade Casing, 1 3 Second Fuse, and 200 High Explosive Compound. You could then combine your 3 Second Fuse with a block of C4 to create an unwieldy uber-bomb to chuck at people. Or combine Tin Cans and Dynamite to create Pipe Bombs. Or combine a Motion Sensor from a mine with a missile to create a missile that explodes in midair when it's at closest approach to an enemy. Or use a small amount of explosive together with 12 gauge shot shells to create Frag-12 explosive ammo. The science would be laughable, the programming complicated, but this would be so awesome in play.

Doctor Beam, requires Science 60: Laser and plasma based energy weapons degrade half as fast as normal for you because you understand the finer mechanics of keeping them well tuned and running efficiently.

Diligent Note Taker, requires Int 7: Skill books work like re-usable magazines instead of being single use, with a +10 bonus for the first book and cumulative +5 for every additional book of that skill you have.

Personal Tailor: You know what your armor needs and what it doesn't, to do its job well. All armor is reduced one size for penalty to movement (you move as fast in medium armor as other people do in light armor) and armor weight is reduced 25%.

Marvel of Physique, requires Endurance 7. Your innate poison and radiation resistences from Endurance are doubled, and you can swim faster using less oxygen.

adding stealth field to sneak as a permanent thing makes them no see u at all , while i don't like the way they see me during daylight everytime i don't know if i want to have a permanent stealthboy on , sneaking is useful during the night tough .....no arguments here

Not really. They have more perks in the game already that I want for every char, than I can ever get. It's already an embarrassment of riches, and by the time they jack it up to 50 levels and a bunch more perks, they'll be quite over the line into ridiculous, I'm sure.

Lightbringer - Energy Weapons 75 - Lasers no longer disintegrate, but gain an increased chance of dismemberment. Lasers gain an additional 2 points of armor penetration.

All Systems Go! - Level 20, Power Armor Training - That's what that switch does! When wearing a full, matching suit of Power Armor and Helmet, you have figured out the secret they kept from you, and it's a doozy. Bringing dormant systems online, your Power Armor's assist systems begin to function at combat levels. All PA - Reduced weapon spread, +10% VATS accuracy, Water Breathing (sure, that's not what the sealed environment systems are for, but who's got Mustard Gas these days?) and self-supporting (no longer counts against encumbrance while worn). T-45d/Brotherhood T-45d = +1 Strength. T-51b/Brotherhood T-51b/Gannon Family Tesla Armor = +2 Strength. Remnants Power Armor = +3 Strength. (Bringing them up to +2, +3, and +4, respectively)

Drunken Thug - TRAIT - Whenever under the effects of alcohol, you gain 5 DT. You are now permanently addicted to alcohol.

Controlled Bursts - Guns or Energy Weapons 50 - You've really gotten the hang of letting off for just long enough. Fully automatic weapons degrade at 1/2 rate.

Crawling Poison - END 6 - Something about your body has mutated. Poison lasts twice as long, but does damage at half the normal rate.

You're simply too durable to go down easy. Should a hit be enough to kill you, you will instead survive with 50 HP left. Can only work once per battle. (you must go completely undetected by nearby enemies/there must be no enemies left standing before this perk will function again)


Final Stand
Requirement: Level 20, Agility 7

Whenever your health drops below 50, you will recieve a bullet time effect for the next 5 seconds.

Like a Glove
Requirement: Level 10, Strength 4

Your equipped armor no longer has any weight.

Puppy Eyes
Requirement: Level 20, Charisma 7

You're so likeable that people find it difficult to fight with you. Humans, non-feral ghouls and mutants now do 20% less damage to you in combat.


Lucky Break
Requirement: Level 10, Luck 7

Thanks to what can only be described as pure luck, your name has gone missing from casino records. All casinos reset their bank for you.

Eagle-Eye
Requirement: Level 16, Perception 6

You're chance to hit an enemy's weapon in VATS is increased by 25%.


The Middle Man
Requirement: Level 10, Perception 5, Agility 5

While wearing Medium armor, your damage with all weapons is increased by 10%.

I confess, a lot of them are tributes to the old games. The Shi, Turbo Plasma Rifles, old PA stats, Torr, Cult of Personality...
