First persons been tweaked so vats won't have to be relied on anymore. Third persons been tweaked too.
Well unless they supercharged the aim speed with the joypad it won't do much good.
The mouse and keyboard has better aiming precision for FPS, but with that said, the game pad is not that bad. You play hundreds of hours on a game pad and you just get used to it.
I also have to argue that the anolog sticks, while not necessarily better for aiming, is better and more intuitive for movement than the plain old keyboard. You push slightly and you move slowly, push medium and you go medium speed, all the way and you are full running speed.
It also comes in handy for strafing. Keep the cursor at around head level use an automatic rife, but tap the trigger instead of holding it down so you get less recoil and move left or right to switch targets and you can rack up quite a few head shots...
You have a point with movement, but I think the lack of some basic FPS functions in-game(Like being able to crouch to go under low-hanging obstacles, or sprinting) causes more movement frustrations than the differences between keyboard and joystick.
I play on very hard, without using VATS. It's really not that difficult at all. So why do first person games only work with a mouse and keyboard?
Aiming with a joystick doesn't work as well. It's not as snappy, it's not as fast, it's not as precise. Sure it can be done but things have to be done behind the scenes to facilitate it. Large hitboxes, for example. Or auto-aim. VATS should come to mind because I honestly believe it was put in to make up for this.

You'd have an awful hard time at that because I don't play multiplayer. But even if we did play I doubt that. I've played Fallout with my 360 pad before. Even with the sensitivity/movement speed/whatever it's called turned all the way up I could feel myself aging waiting for my Wanderer to make a 180 degree turn. With my mouse I can make the turn so fast the game hiccups trying to load the scenery. I actually crashed the game once with one of those flicks. Oh, and hey, if you use VATS a lot you will be crippled in PvP because VATS would likely be quite disabled.
Am I saying you're bad at aiming? No. But I am saying the joystick is flawed when aiming quickly and precisely, and I say it from actually trying it.
The console does have one big advantage. You can just pop the game in and play. No configuring to use a controller for comfortable couch play. No figuring out exactly how to best set graphics settings. No driver incompatability problems. No refresh rate issues with auto-switching resolution. (I had this problem when setting up Fallout 1 and Diablo for couch play. The computer would pick a refresh .1 hz off what the hdtv liked. Now I do it manually)
...I just 'pop in and play' on PC too. I set the graphics options once, when I first install the game, and I don't touch them for months. I don't even have to configure the 360 pad if I want to use it, I just turn it on in the options and go.
Oh, and you're forgetting Fallout 3 on PC natively supports the 360 pad.
Why do you have a ps3? Sounds like you are strictly pc fan...
He's probably like me and has a few favorites that are PS3 exclusive. I know I'm going to buy a PS3 SOLELY for Gran Turismo 5.
