I think the legion reflects the monguls. A giant military force that conquers for the sake of conquering. Gives the choice to a conquered populace to fight with us or die. It cares very little for creating civilation in its wake. Its always in a state of total war.


But it isn't just conquering for the sake of conquering.

Caesar's Ideology: Conquer all until there's no one left to fight with. Peace through war.

NPC dialogue (somewhere in game, can't remember off the top of my head) reveals that not all places in Legion controlled territory are forced into the military camp stylings we see at the fort. I'm sure the towns/settlements that agreed to Legion rules were allowed to live peacefully and those that didn't got the slaughter and crucify treatment. Makes me wish they had more quests.
