The game isn't too easy. As players adapt to the game it appears easier. The first character I played was horrible. An escaped convict with a .357 gave me trouble. I made another character, learning from my previous mistakes. The game seemed so much easier because I knew what weapons worked and which ones didn't. Also, as the character levels up the ability to survive should be easier. It's a given that some enemies will still present a problem though. For instance, I can't take on more than one deathclaw without sniping from far away.
As far as hardcoe mode, I hate it. I don't mind the stimpaks healing over time or the bullets having weight but the water, sleep, and food aspects irritate me. It became more of a chore to drink or eat all the time than it was rewarding. I never once ran low on food or water (or beds). The problem is that the character doesn't automatically drink and eat. Instead I have to go into my pipboy and use the food or water. It was more tedious than rewarding.
I did finish one playthrough on hardcoe mode. The rest, however, have seen me with hardcoe mode off.

I think this is the root of the problem. When Bethesda got a hold of the S.P.E.C.I.A.L. system, they dumbed it down to the point that you could easily make godlike characters if you knew how to cut corners. Case in point, in Fallout 3, I never make a character with a Charisma higher than 1 because that attribute is worthless.
Obsidian has evened things out a bit, but the system is still exploitable if you know what you're doing. For those of us power gamers, it's very easy to craft a build that annihilates everything we see. So I think that's the issue right there. It doesn't have so much to do with gameplay as it does with the rules system. If you make a combat toon and you know what you're doing, life in the Wasteland isn't so bad.
