The BoS is disciplined and trained so would you want to have laser and plasma weapons that cant turn people to ash and goo in the hands of a reckless wastelander ?
Right, because a bunch of wastelanders with regular munitions are so much less dangerous.
The fact that they've snapped, first at the NCR, and potentially at some Followers doesn't really say "disciplined" to me. It tells me that the Brotherhood is a danger and a liability.
Because they have been around longer, have the biggest guns, and I like the flavor of the faction. I don't like anyone encroaching on personal liberty, this is hypocritical. But dammit, I like the BOS.
They may have been around for a while, but they're dying. They refuse to change and adapt to the world that has been changing all around them, and it's cost them. And rather than do the decent thing and die quietly in their hole, they're set to make more problems in their death throes.
Oh, but the Capital Wasteland chapter's continued existence remains in question because at the end of Broken Steel you have the option of whiping them out.
I'm honestly doubtful Bethesda will make that the canon choice. Not only, so far, have the best outcomes in the Fallout series been the canonical ones, but that particular choice just oozes Chaotic Stupid. There's no reason any sane Lone Wanderer would actually do that.
