Regarding Khajiit and Bosmer loyalty to the Thalmor, I think we need to consider the race mentality a bit closer. Neither race are human and assuming they'll think like humans is, in my eyes, a mistake.
Khajiits are hugely disorganized and that has always been their main problem. When they group together and act as one race, you generally don't want to get in their way, but most of the time they're much too busy simply being members of various clans. They have a religion-based respect for the Mane, and for a while he was the ultimate head of state, but now the Thalmor have split Elsweyr into two states and with only one Mane between them, there's no longer a universally respected head of state to organize Khajiits.
In other words, expect Khajiit in general to not care too much what their supposedly "official government" is saying or doing. Obviously there will be some warrior-Khajiit who like the strife that the Thalmor are bringing, but in general I doubt the Khajiit care too much about their "overlords". The moon-thing gave the Thalmor some credit but it's not going to be enough for the wide masses of Khajiit to go to war over, and younger Khajiit who didn't experience the disappearance of the moons are bound to be less impressed by the Thalmor.
As for Bosmer, they're hippie tree-huggers. They don't like war and conflict, they just want to mess about in their damn forest. If the Thalmor want to call themselves "rulers" of Valenwood, fine, who cares? As long as they don't torch the trees or force the Bosmer out of the forest, the Bosmer would rather be enslaved a little bit than kick into a frenzy and go to full scale war. Doesn't mean they'll volunteer in large number to join the front ranks of the Thalmor armies, though.
I'm guessing, by the way, that a wide majority of Bosmer will be ticked off if the Thalmor end-of-the-world includes their forests. That just might lead to the biggest Great Hunt to date. And for all their magely aptitude, I don't think your average Thalmor will have an easy time fireballing the transformed Bosmer with half a dozen frenzied chipmunks hanging from his balls. The Bosmer Great Hunt is sort of an ultimate nuke they use whenever their homeland is in serious peril and I don't think even the fine Thalmor plot armor can withstand it.
All in all, the Bosmer and the Khajiit are not really remotely as aggressive or war-thirsty as the Thalmor high-elves. They don't care to end the world or to eradicate "heretical beliefs" or to enslave all "inferior races". Obviously I'm working with stereotypes so there will be exceptions but I honestly don't think the average Khajiit or Bosmer would necessarily cross the street to pee on a Thalmor on fire. I therefore doesn't bother me that they necessarily side against the Thalmor.
t's a different story with an Altmer, though. As much as there are plenty of Altmer who hate the Thalmor, if I was on the Thalmor blacklist, I'd have a terribly hard time trusting supposedly non-Thalmor Altmers, and yet neither Stormcloaks nor Legion has a problem trusting the player. Various Nords are openly telling what might very well be a Thalmor agent that they're Talos-worshippers and openly plotting against the Thalmor. What the heck? Are these people suicidal or just not terribly bright?
